[ixpmanager] peering matrix and memcached

A couple issues.

Debugging sflow-detect-ixp-bgp-sessions, I can see it adding to mysql
table, but I the peering matrix doesn't update unless I restart memcached.
suggestions?

Second, my p2p graphs stopped working.
This looks right, the only thing to change was the sflowtool fanout

I ran:
root at portal:~# /usr/local/sbin/sflow-to-rrd-handler --debug

it listed a bunch and then hung.
