[ixpmanager] peering matrix and memcached

Thank you very much for your help. Yes I have read all documentations.
If I understand this correctly the configuration only has means for
starting two processes. You just stated that I need three.
Could you please show a configuration example that will spawn the fanout
and two listeners?
