Mike,

immediately after the steps below from the documentation is:

Then copy and edit the configuration file to set the database connection 
settings:

cp $APPLICATION_PATH/tools/perl-lib/IXPManager/ixpmanager.conf.dist 
/usr/local/etc/ixpmanager.conf
joe /usr/local/etc/ixpmanager.conf                 # and set database 
settings
