The recent release of CentOS7 ships with 5.4.

IXP Manager 4 (which is under active development) requires min PHP 5.5 
(but more likely 5.6 after the release of Ubuntu LTS 16.04 as we start 
using some additional features).

NB: PHP 5.4 is already end of live and security support ended 14 Sep 
2015 (12 days ago).
