[ixpmanager] MRTG Configuration with IXP-Manager

Despite rolling out our first IX with multi-IXP support hoping to cover all of the basis, we'll end up just having a separate IXP Manager install per fabric.

Multi-IXP support was a sponsored feature request that didn't actually 
end up in production. 

It's officially unsupported and incomplete. Neither INEX nor any of the 
IXPs providing financial support to IXP Manager require this feature so 
it's not something that will be progressed. 

The same functionality can be achieved using infrastructures - the 
primary difference is that multi-IXP mode allowed for stats collection, 
etc per IXP where as multi-infrastructure mode assumes a single stats 
collection / management platform.
