It is indeed my intention to send the work upstream. Why work on something "new" for an open source project if you're not going to contribute it back?

Correct.
To make it into the IXP Manager distribution (if that's your intention)
would requires that the CLA [1] be signed and near feature parity with
the existing Bird configs (specifically: secure by default):

Peter Hessler of OpenBGPd has also expressed an interest in working on this.
v4 now also includes a looking glass using Birdseye. Non-Bird route
servers would not be supported for this either BUT we've written the LG
implementation so that it's backend agnostic.

I specifically had GoBGP in my mind here as they have a super API
interface but we just need to see it used in production as route servers
for a while before spending time on it.
