[ixpmanager] [RELEASE] V4.7.0 - Big Push to Remove a Lot of Zend Framework (and more!)

We are pleased to announce the release of IXP Manager v4.7.0. This is a
significant progression in the migration from Zend Framework to Laravel
and some of these changes may require manual fixes / changes by you.
