[ixpmanager] IRRDB back-end not working

Attached is a screenshot of our current IRRDB settings that came with
IXP Manager "out of the box."
I modified the AFRINIC source settings as you requested and tried the
artisan script again, but got the same result.
I also noticed that clicking "Save Changes" after modifying the
AFRINIC source as you described left me hanging at a blank white
screen (i.e. it does not redirect back to the main IRRDB configuration
screen properly).
