Did you follow the instruction from this page :
http://docs.ixpmanager.org/dev/vagrant/ ?
Are you sure that vagrant + virtual box are installed ?
Does the command to know the version of vagrant work : vagrant -v
Note : We have added the possibility to also use Docker do run IXP
manager here the instruction : http://docs.ixpmanager.org/dev/docker/
