[ixpmanager] Grapher

Barry,

After running this command the files generated are owned by root:root and
not www-data:www-data like the other files in the  $IXPROOT/database/Proxies
directory.

ubuntu at ixpm1:/srv/ixpmanager$ sudo ./artisan grapher:generate-configuration
-B mrtg

Is it necessary to change the ownership of these files to the user and
group www-data.

ubuntu at ixpm1:/srv/ixpmanager$ sudo chown -R www-data:
$IXPROOT/database/Proxies
