[ixpmanager] Trouble adding v6 /64

Right -- but even so, how would you account for the two /24s within
the /23 in the v6 numbering scheme you suggested?

Or would you abandon the v4 association entirely at that point, and
just give the next peers ::255, ::256, ::257 etc?
