[ixpmanager] Experimental Perl

this was fixed last week:

https://github.com/inex/IXP-Manager/commit/317961e1da97fa4e73a6e165cb184181c305e38c

The given / when statements still work fine, but there are rumours that 
they may be removed from perl at some stage in the future.
