[ixpmanager] Hide member in Matrix

There is a switch in the customer record (when you add / edit a 
customer) that says "Active Peering Matrix". This is meant to include / 
exclude a member from the peering matrix.

But: I note it is not actually working. This code is currently being 
worked on by Yann so we'll see if we can fix that.

Yeah, I think that's fine.

So: not currently implemented but will be in the next release before the 
year end if not even sooner than that.
