[ixpmanager] MRTG generating script fails

This is new behavior in PHP 7.3 I believe. It won't be an issue in IXP 
Manager v5 and I'll see if I can push a new version of 4.9.x with 
updated libraries that will work on 7.3 during the week (assuming I can 
reproduce).
