Then they set up a BGP session between their two routers on the IXP 
peering LAN.  The IXP probably won't even know they did it.

It's an information portal with lots of features but it doesn't 
configure ISP interconnections.
There are plenty of presentations about IXP Manager online, which 
include a good deal of information about what it does and doesn't do.
