The Vagrant docs are here: https://docs.ixpmanager.org/dev/vagrant/
Vagrant is really for development purposes as stated there.
Installation instructions via the automated script start here:
https://docs.ixpmanager.org/install/automated-script/
Vagrant and the script are completed separate things and have different
purposes.
To be honest, I'm still not sure what you've done / tried to do in
installing IXP Manager.
If you just use the install script on a minimal install of Ubuntu 18.04
it should work just fine.
