[ixpmanager] Meetings functionality

Hi Nan,

the meeting functionality was removed in IXP Manager 4.x - making a 
proper meeting management system was going to be time consuming and 
outside the scope of ixp management software.

There are other meeting management systems that do a much better job, 
e.g. https://getindico.io/
