[ixpmanager] IXP Manager Installs

I'm not sure how many people are maintaining 6-12 instances of IXP
Manager. We don't have an automation mechanism for upgrading lots of
instances, but there's no reason that many of the steps couldn't be
automated using e.g. saltstack or ansible or something.
