Seems strange. The sflow-to-rrd-handler script will look for 
ixpmanager.conf in tools/runtime/etc, then /usr/local/etc, then /etc. 
Can you check to make sure that you don't have multiple copies of the 
config file.  If you specify macdbtype = configured, then it shouldn't 
attempt to load the learned mac address table.

Can you also check that the API calls are working properly?  If you log 
in to IXP manager, then open up 
http://10.10.10.1/api/v4/sflow-db-mapper/configured-macs in your 
browser, that should return a json blob containing all the MAC addresses 
you've entered.
