[ixpmanager] Route server not reflecting prefixes.

the configuration is telling you what the problem is:

 >     # Deny everything because the IRR database returned nothing

Check out the IRRDB configuration documentation:

This will explain how to set up IRRDB filtering, which should sort the 
problem for you.
