[ixpmanager] MRTG Graphs

Hi Sam,

based on those logs, it looks like MRTG is not doing its thing.

IXP Manager's generates the configuration for MRTG as described here:

https://docs.ixpmanager.org/grapher/mrtg/#generating-mrtg-configuration

You'll need to ensure MRTG is running correctly without errors, can 
access the switches via SNMP based on the SNMP 2c community you set in 
IXP Manager, etc.

I.e. it looks like the issue is with MRTG here, not IXP Manager.
