[ixpmanager] Route Server Installation

Dear Sam,
I did this recently with help of community friends.
You need to install bird first then after adding Route Server in IXP
Manager it will generate you bird config and you need to just copy paste it
as ur bird conf and ready to go. After that you will automate that config
generation with a script to do it frequently.
