[ixpmanager] Aggregate Traffic Statistic Stuck at 10G

Hi,

the procedure is:

1. update the port speed to 100G in IXP Manager.

2. regenerate the mrtg configuration.

3. if required, restart mrtg.

If you're graphs are not reflecting the change to 100Gb per (1) above 
then something has gone wrong in the other steps.

2: view the configuration manually and ensure the speeds have updated.

3. force restart mrtg and see if that helps.
