[ixpmanager] Form Error on IXP Submit page

Hi,

On the page of "Add Your IXP" (
https://www.ixpmanager.org/community/users/submit)
The field "Your IXP's PeeringDB Registration Name" is showing error when
submit.
The error message is "The peeringdbid may not be greater than 20."

The backend check may need some fix
