You can do both, and in both cases you will need to modify the existing 
templates.
I suggest that you wait for the next release of BIRD which will support 
loose RPKI validation (i.e. ignoring the prefix lenght).
Modifying the configuration to support blackholing should be easier if 
you can afford to only support RPKI-signed networks.
