[ixpmanager] Add position in rack for switches

This would really be the best way to handle this. The only reason we 
added U position (and mounted at front / rear) to patch panels was to 
help identify them for remote hands.

There won't be functionality to generate LoAs to switch ports but, as 
you identified above, you can make that work by creating a patch panel 
to represent your switch.
