couple of things to check here:

1. you need to specify the VLAN ID on the update-l2database.pl command 
line.  This is the database ID, not the dot1q tag, and you can find this 
in the /vlan/list URL on IXP Manager.

2. run "update-l2database.pl --debug" to see what it's doing.
