[ixpmanager] ixp manager with filesystem journaling.

Hi Basil,

This is a general operating system question, i.e. not really related to 
IXP Manager.  Maybe stackoverflow would be a better place ask how to 
change attributes on a mounted filesystem.

It may be a good idea to put the sflow rrd files on a different 
partition, for the reason that you point out.
