[ixpmanager] [UIXP: Support] Trouble with IX-F Export

Nick,

Thanks for the tip. This sorted us out.

The VLANs were defined but the Network Info wasn't set up correctly.
We also had to delete an inactive backup switch because its presence
in IXP Manager was causing an error as well.
