[ixpmanager] IXPManager - Docker

Hi Marinos,

outside of playing with Docker for development, it's not a means of 
deploying IXP Manager that is documented or tested or used by us.

There's no reason why it wouldn't work but, specking personally, my 
Docker knowledge is limited and I wouldn't be much use to bounce 
questions off.
