[ixpmanager] No BGP sessions in Quarantine Route Server

The vlan interface for the member where you assigned the IP and checked
'Route Server Client' must match the vlan that is set in the router
where you checked 'Router will be used for quarantine procedures only'.
So:
- rs client checked
- same vlan for router and member interface
- phys int set to 'quarantine'

Yes - there should be a different VLAN in IXP Manager and the switch for
quarantine.
