[ixpmanager] IX-F excludes

Hi Michel,

you're right, it looks like this PR was merged into master but never got 
cherry-picked into the release-v6 branch and so never made it to a 
tagged release.

I've pushed this now to release-v6:

https://github.com/inex/IXP-Manager/commit/ba1e647b48d085fdcceb1a192ef1f9b4eef8505a

Simply replacing that file with the following until the next release 
should enable you to use this functionality:
