[ixpmanager] IXP manager bug, AJAX request allways fails

Hi Robert,

this is an unusual error.

Can you run through the information asked for in this template and post 
to https://pastebin.ibn.ie/ please after ensuring no disclosure of 
private information:

Can you also enable web developer tools on your browser, and capture the 
http request and response from an ajax request and post to the same 
pastebin?
