[ixpmanager] IXP manager bug, AJAX request allways fails

In general, there should be no problem running IXP Manager behind a 
proxy - we've done it ourselves - but I have no knowledge of Cloudflare 
and IXP Manager specifically.

I would start by disabling all caching and ensuring all requests goto 
the IXP Manager backend.
