Whenever we release a new version of IXP Manager, even a bug fix 
release, we will link it to the latest tagged OSS_SNMP codebase. This is 
handled by composer.

If you want to force it, you can do the following but please note it's 
unsupported and we won't be able to help as it is not something we do or 
recommend in practice:

composer update opensolutions/oss-snmp
