[ixpmanager] PeeringDB login

I created a github bug on this a couple weeks ago:  https://github.com/inex/IXP-Manager/issues/918

Our PeeringDB started failing when I upgraded to 6.4.2. Now that I’ve reverted to 6.3.1, it is still having problems.  I noticed that the PeeringDB oath “client secret” is a completely different format, along with them having algorithm choice of “No OIDC Support”, “RSA with SHA-2 256”, and “HMAC with SHA-2 256”.  The algorithm choice is not documented in the IXP manager documentation. I’ve tried all combinations to no avail, which is especially fun because PeeringDB appears to be running on their fastest 386 server with 56K modem line these days.

There is also a possibly related problem in that in creating a new user account, the return password page ends up stuffing “<!DOCTYPE html><html lang=“ in the Username box and also generating a 500 "server error :: username is not defined”.

Any help is appreciated.  Both of these issues are causing increasing problems.
