[ixpmanager] Weathermap Generation

Hi Lolade,

right, that script is from the department of useful hacks. See the 
attachment below.

The script slurps in a list of yaml files, applies the structured 
variables to jinja files, and then prints the output on stdout. 
Obviously it's completely unsupported and comes with no warranty whatsoever.
