then run the tools/installers/ubuntu-lts-1604-ixp-manager-v4.sh script
in order to get a basic installation of IXP Manager running.<br>

Once you have a basic 4.5.0 installation operating, you need to go
through the rest of the v3 upgrade process:<br>

v3. The further along the <br>4.x branch things proceed, the more you
need to build from scratch. You <br>need to follow all the release notes
for all the 4.x branch releases <br>because there were some substantial
