[ixpmanager] Peering manager request email

I have modified
application/views/peering-manager/peering-request-message.phtml and removed
"INEX", it might be worth setting variables to pull this data from
application.ini, not a big deal.

I am unable to find where the subject is set.  When the form comes up the
subject is pre populated with "[INEX] Peering Request from iovation
(ASN15301)"  I am looking to change that to [NWAX].
