[ixpmanager] Install Version 3.7.3

Lose 5,6,7. These were optional if you're forking. So:

> 1- cd /usr/local
> 2- git clone {$CLONE_URL} ixp
> 3- git checkout v3.8
>
> 4- cd /usr/local/ixp

> 9- /path/to/composer.phar update
>
> 10- cd $APPLICATION_PATH/tools/perl-lib/IXPManager
> 11- perl Makefile.PL
> 12- make install
>
> 13- cp $APPLICATION_PATH/tools/perl-lib/IXPManager/ixpmanager.conf.dist  /usr/local/etc/ixpmanager.conf
> 14- joe /usr/local/etc/ixpmanager.conf
>
> 15- cd $APPLICATION_PATH/tools/perl-lib/IXPManager
> 16- make dist
