[ixpmanager] Need help for IXP Manager

IXP Manager v4 will not work with 14.04. It requires PHP 7.0.

These are the scripts we're talking about and we're quite clear about 
compatibility: "These install scripts are opinionated! They are intended 
to run exactly as specified and only on the operating system they are 
targeted at."

I haven't run it in a few weeks but Mike has been road testing it fairly 
heavily and seems to work well even with the latest changes.

If you follow these instructions, you should be left with a fully 
running version. I'll try and find some time later today to double check 
the install script.
