[ixpmanager] How to change FROM address for IXP Manager e-mails

I also note that long IDENTITY_NAME values are truncated when used as
the e-mail sender name (i.e. We show up as "Uganda Internet eXchange."
instead of "Uganda Internet eXchange Point"
