[ixpmanager] JSON Export

I looked at: http://docs.ixpmanager.org/features/ixf-export/ 

My .env says this: IXP_API_JSONEXPORTSCHEMA_PUBLIC=true 




However, I go to: http://ixpm.stl.midwest-ix.com/api/v4/member-export/ixf/0.6 


and I get a 404. 

When logged in, I get this URL: http://ixpm.stl.midwest-ix.com/admin/index 

So I think I have the URL correct.
