[ixpmanager] Error 500 when trying to send welcome email to a new member

this looks like a SMTP issue rather than an IXP Manager issue:

I'd suggest checking your mail server logs and also your configuration. 
As we use Laravel, these docs are appropriate:

Separately, we'll look at making this a more user friendly error message 
and maybe adding a test email function.
