[ixpmanager] VLAN stanza not showing up in IXF export

We're working on converting the MICE IX to IXP Mgr and having trouble
getting the IX-F export working into PeeringDB.

When I look at the IX-F export it appears the vlan section is missing
as compared to other IXes.

We're running version 5.6.0 on Ubuntu 20.04.

Any ideas where to look?
