[ixpmanager] MANRS IXP & CDN programme

Hi Moritz,

that's great, thanks for this.

I had sent an email to MANRS a couple months ago querying this and/or 
asking for an IXP API endpoint as well. Great that they just added to 
the original API and no changes required.
