[ixpmanager] SONiC switch support

Hi Salvador

it should work if sonic supports standard SNMPv2, although it might 
require a change to the OSS_SNMP library to make it work.

What is the output of:

# snmpget -v 2c -c <snmpcommunity> x.y.z.w sysDescr.0
