[ixpmanager] VLAN into IXPmanager is informational?

Hi Herman,

yes, the configuration in IXP Manager is informational. It is possible 
to integrate this into orchestration platforms (e.g. Napalm / Ansible / 
Salt, etc) and to use IXP Manager to configure switches, but it will not 
do this unless you explicitly configure it to do so.
