[ixpmanager] IX-F excludes

Hello Barry,

Brilliant, that did the trick, the three non-functional excludes at least do work, now for me. Problem solved!

What I learned here should be enough for me to code the VLAN exclude in issue #881 <https://github.com/inex/IXP-Manager/issues/881>.
