Again, to reiterate, we strongly advise 16bit asns for route servers.

That said, I checked the Bird templates and I do not see any issue with 
using a 32bit ASN. Nor, to my knowledge, does (or has) IXP Manager ever 
prevented an administrator from creating a route with a 32bit ASN.

Do you have an error you can share?
